I recommend the book A Brief History of Equality by Thomas Piketty. Below is one of his recommendations to redistribute wealth. I don't mean to suggest this is an easy task politically. I'm not even sure I'd agree with it when considering how the wealthiest people might respond. But it's worth looking at.
